That particular type of regulator was first seen on the Spyder Shutter, which wasn't exactly a low-pressure gun, even for its day, but was tuned at the factory to run around 400psi, which was half of what earlier Spyders ran at and around the same pressure as the '99 autococker. I have no idea if the Mongoose runs at a similar pressure. The Black Draguns also came with Shutter-style bottomline regulators. I owned one for a while, but can't recall what pressure it ran it. Wouldn't surprise me if you had to open up the reg to 800 for the gun to cycle correctly.
In fact, the first time I saw a picture of a Mongoose it was as a prototype being used by the M3 factory team (who had the herculean task of trying to prove that Black Draguns were tournament-ready) and was originally going to be released as the M3 'Twisted' Black Dragun. At some point before the production run was released, NPBS must have contracted with Marcasite in Taiwan for the design to sell under their new Diablo label.
